There are two very different causes, and only one of them can be undone. If the picture is blurry because it is small, or because it was compressed on its way through a chat or an upload, the detail is degraded but its structure is still there, and AI enhancement can rebuild it. How much blur can it fix?
We tested this rather than guessing. On an image degraded digitally, shrunk down and compressed hard, the enhancer rebuilds a good deal of the detail, while a plain resize of the same file came out softer than the original. On a shot that was optically out of focus, the gain is close to nothing. On scanned film it actually smooths the grain away instead of helping.
So the honest answer: small, pixelated and over-compressed pictures improve a lot. Missed focus, motion blur and film scans do not. That is a limit of what the image contains, not a limit of the tool, and anything promising to fix a truly out-of-focus photo is inventing pixels rather than recovering them.
